constant calls ........no one there

Person just calls and is talking in the background but doesn't say anything into the phone. Call back and the computerized operator puts me on hold

call is in spanish and is really hard to understand the voice is very scratchy it sounds like a woman but could be a man spaeking

called today I didn't answer phone cause I don't know anyone in canada. They hung up after 3 rings did not leave a message. Caller ID said canadian online. I am also on the do not call list.

I have received the same types of calls from a man named mike with this phone number he has harrassed me and yelled at me and said I have a criminal case against me because I did not make payments on time on a payday loan which I have never received I would like to press charges on this guy is that acceptable?
